US biolabs in over 30 countries, including Ukraine

(26 June 2026) The bio-lab lie: Director of National Intelligence Tulsi Gabbard has declassified what Anthony Fauci, Joe Biden and the US intelligence apparatus have been covering up: for decades, the US government has been funding more than 120 biolabs in over 30 countries, including Ukraine.

The Director of National Intelligence, Tulsi Gabbard, has revealed what US intelligence circles and politicians have been doing for years and systematically denied: the US government has been funding more than 120 biolabs in over 30 countries — including two dozen in Ukraine alone.1 Some of these labs work with highly dangerous and highly contagious pathogens. Some conduct gain-of-function research. And the whole affair has been knowingly and deliberately covered up by politicians, “health experts such as Dr Fauci” and Biden’s national security team.

Anyone who even mentioned the existence of these laboratories was vilified as a “foreign agent”, a “conspiracy theorist” or a “Russian propagandist”. Gabbard herself experienced this in 2022, when she warned about precisely these laboratories following the Russian invasion of Ukraine. The establishment’s response: a coordinated smear campaign.

Now, four years later, she has the documents. And she has the power to publish them.

Today, I’m releasing never before seen intelligence revealing new evidence of past US government funding for more than 120 biolabs in over 30 countries, including Ukraine.

In support of President Trump‘s Executive Order to end federal funding of dangerous gain of function research around the world, and increase transparency and accountability, ODNI will continue working with partners across the Administration to identify where these labs are, what pathogens they contain, and what “research” is being conducted.

What the released documents reveal

The declassified intelligence documents published by Gabbard on Friday contain details that shatter the official narrative of recent years:3

  • More than 120 biolabs in over 30 countries are funded by US taxpayers’ money
  • Two dozen laboratories in Ukraine alone, five of which have the second-highest security level, BSL-3 — suitable for working with virulent pathogens
  • A laboratory in Odessa — a city with a population of over a million — stores biological warfare agents from the defunct Soviet biological weapons programme, including anthrax, tularemia, tuberculosis, swine fever, Newcastle disease, MERS, SARS, Marburg, Ebola, Lassa, plague and rickettsiae
  • The Pentagon’s Biological Threat Reduction Programme (BTRP) has invested around 200 million dollars in 46 Ukrainian labs since 2005 (sic!) — officially for “peaceful and safe biological detection”
  • The US Army’s Medical Research Institute of Infectious Diseases at Fort Detrick — the centre of the American biological weapons programme prior to the signing of the 1972 Biological Weapons Convention — is one of the collaborating partners
  • The contractor Metabiota — the same company that was involved in the controversial coronavirus research with the Wuhan Institute of Virology and had links to Hunter Biden’s investment firm Rosemont Seneca Technology Partners — was also involved

The intelligence agencies themselves admitted internally that these collaborations posed a risk to America’s security. Externally, they denied any such risk.

The lies that have now been documented

What makes Gabbard’s disclosure so damning is not just the content of the documents — it is the discrepancy between what the authorities knew and what they told the public.

“Information about the existence, history, locations and funding of these US-funded biolabs was deliberately covered up by powerful people who falsely claimed they did not exist and accused anyone who said otherwise of being a foreign agent and a traitor to America,” the ODNI stated in its press release.4

Russian officials had repeatedly claimed that the US was conducting biological weapons research in the basements of the laboratory in Kharkiv. The US intelligence community indignantly rejected this — whilst internally acknowledging that the laboratory does indeed have a basement.

The Pentagon’s official line since 2022: “The Ukrainian laboratories are wholly owned and controlled by the Ukrainian government.” The declassified documents show that the US has built new laboratories in Ukraine. Not merely funded them. Built them.

The official line: this is purely civilian public health research. The documents: gain-of-function research, “with very little transparency or oversight.”

Gain-of-function: a dangerous game

A central point in Gabbard’s revelation concerns gain-of-function research—the controversial practice of deliberately making pathogens more dangerous in order to understand how they might behave.

President Trump had already halted federal funding for gain-of-function research worldwide on 25 May 2025, through Executive Order 14292. Gabbard’s revelation shows why this step was necessary: This research was taking place in dozens of laboratories across several continents, funded by American taxpayers, with minimal oversight—and maximum risk.

A laboratory accident in Odessa, a Russian missile strike on a BSL-3 laboratory in Kyiv, a theft of pathogens from an unsecured facility—any of these scenarios could trigger a pandemic that would make COVID-19 look like a common cold.

And the Pentagon knew that. The intelligence community knew that. Fauci knew that. Biden knew that.

The publication raises new questions

The revelations about the Ukrainian laboratories shed new light on the question that has been hanging in the air since 2020: Where did SARS-CoV-2 come from?

The Wuhan Institute of Virology—a BSL-4 laboratory—conducted gain-of-function research on coronaviruses. It was funded, among others, by U.S. government agencies. The contractor Metabiota, which was also active in Ukraine, was involved in scientific collaboration with Wuhan.

However, we know from studies in Italy, France,6 and Spain7 that SARS-CoV-2 was already circulating in some countries as early as 2019. This casts doubt on the Wuhan theory.

The official line: “Any discussion of a lab accident is a conspiracy theory” and “Russian disinformation.”

The declassified documents now show that the same actors—the Pentagon, Fort Detrick, and Metabiota—operated a global network of biolabs working with dangerous pathogens, under inadequate oversight, using gain-of-function components, and that the existence of this network was systematically denied.

This does not prove that COVID-19 originated in a lab. But it does prove that the institutions that portrayed a lab accident as unthinkable have been lying for years about precisely the kind of laboratories from which such an accident could have originated.

The secrecy: cui bono?

The question is not whether these labs exist—Gabbard has proven that. The question is why their existence was so aggressively denied.

In 2022, the Biden administration had become completely fixated on Ukraine policy. The existence of U.S.-funded biolabs in the war zone was a political risk that did not fit into the narrative of an “unprovoked war of aggression.” So, it was denied.

The intelligence community had its own agenda: The labs were part of a global pathogen surveillance network that could also have military applications. Transparency would have raised uncomfortable questions—about gain-of-function research, about biological weapons conventions, and about the role of Fort Detrick.

Fauci and the NIH had their own agenda: They funded gain-of-function research through intermediaries such as the EcoHealth Alliance to circumvent their own guidelines. The existence of a parallel network of Pentagon-funded biolabs did not fit into the narrative of the purely civilian, purely defensive nature of this research.

So, anyone who asked questions was smeared as a Russian agent. Tulsi Gabbard. Journalists. Whistleblowers.

What is happening now

Gabbard has issued new instructions to the intelligence services to step up the gathering of information on these laboratories. Initial findings are already revealing “clinical trials being conducted at these facilities that raise significant ethical, financial, and security concerns.”

The investigation has only just begun. But the political fallout is immense.

If the U.S. government has been lying for years about the existence of these laboratories—what else has it been lying about? If gain-of-function research was taking place in dozens of laboratories worldwide—how many near-misses were there that the public never found out about? If the Pentagon poured $200 million into Ukrainian biolabs that were supposedly purely civilian—what exactly was actually being researched there?
